Ruth Barnett by the Big Rock

Ruth Barnett holding Section 714 of the Municipal Act of B.C. The Act gave the municipality the power to preserve heritage sites like the Big Rock. This was part of an effort made to prevent defacing of the rock, an effort which proved futile in the long run.
